Iowa Health Careers Registered Apprenticeship Program

What is the Iowa Health Careers Registered Apprenticeship Program? 

The Iowa Health Careers Registered Apprenticeship Program is a new grant opportunity aimed at addressing the workforce needs of the health care sector. The program was created due to the increasing demand for Iowa to recruit and retain a robust healthcare workforce. Program funding will help jumpstart a high school-based registered apprenticeship program (either new or existing) that accelerates the pathway into the health care field.  

The grant will award successful applicant communities who display a commitment to establishing apprenticeship programs based on earn and learn models. Awarded funds can be used to acquire equipment, training materials, and other necessary tools to implement innovative models of care delivery (Awardees will receive supplemental assistance from the State of Iowa to acquire simulation software and hardware to further enhance apprentices’ educational and practical experience, and readiness for the field). 

Funding

Governor Kim Reynolds has reserved funding that Iowa received under the federal American Rescue Plan Act (H.R.1319) to award a minimum of 5 grants under this Notice of Funding Opportunity.

The application period is from January 12th to March 1st and will be accepted from any Iowa High School. Applications can be made online at www.iowagrants.gov.

Teacher & Paraeducator Registered Apprenticeship (TPRA)

Funding Amount

Covered Costs

Paraeducator program tuition and full salary for students working as an aide and 50% of salary when working for the district as a classroom aide after graduation and completing coursework.

Maximum $40,500 per participant.

Teacher preparation program tuition and 50% of salary while working for the district as a paraeducator and completing coursework.

Maximum $47,000 per participant.

Funding Availability

The State of Iowa has appropriated $9 million of the IDE’s ARP ESSER/ESSER III funds reserved for state-level activities to support the expansion of the Registered Apprenticeship Program.

Iowa Registered Apprenticeship Act - 15B

FUNDING AMOUNT

The amount of training grants available is based on the statutory formula established under Iowa Code Chapter 15B
based upon “contact hours.” Contact hours are determined based on an applicant’s combined total of Registered
Apprentices and related technical instruction (RTI) hours for the most recent training year. The training grant is based on
the applicant’s proportionate share of the statewide total of all contact hours.

The annual application period is from Jan 1 – Feb 1 and will be accepted from any Iowa-registered DOL/OA sponsor or
lead sponsor for the previous training year (Jan-Dec). Application can be made online.

Registered Apprenticeship Development Fund - 15C

FUNDING AMOUNT 

Applicants are eligible to receive up to $25,000 per eligible high-demand occupation applied for. Applicants can apply for  more than one eligible occupation; grant awards for applicants receiving more than one grant will be capped at $50,000. 

HOW TO APPLY 

Annual application period is from Jan 1 – Feb 1 and will be accepted from any Iowa-registered DOL/OA sponsor who has  established a Registered Apprenticeship in a new high demand occupation in the previous training year (Jan-Dec).  Application can be made online.

Registered Apprenticeship State Expansion Grant (ASE) 

FUNDING AMOUNT 

If the high school is registered through the work of Iowa Workforce Development (IWD) on the creation of a program, the  apprentice will receive $100 for approved supportive services.  

HOW TO APPLY 

The high school would need to contact IWD's Registered Apprenticeship Program Coordinator to start the registration  process.

State Expansion Grant 2020 

FUNDING AMOUNT 

$1,500 per Registered Apprentice in the sector of healthcare, agriculture, or an industry or apprentice affected by COVID.

WIOA Title I Youth Program 

FUNDING AMOUNT 

Funds are determined and associated to eligible participants. Each Local Workforce Development Area (LWDA) has established funding limits regarding the amount and duration of services to a participant unique to their LWDA. 

HOW TO APPLY 

Participants can apply at any time by contacting their local IowaWORKS Center. IowaWORKS Center locations can be found online at: https://www.iowaworkforcedevelopment.gov/contact 

FUNDING AVAILABILITY 

Funds for youth services are allocated to states and local areas by the United States Department of Labor annually.

Urban Institute’s Youth Apprenticeships Intermediary Project 

FUNDING AMOUNT 

Employers may be eligible for an incentive of $1,000 per Registered Apprentice enrolled in the program.  

HOW TO APPLY 

This funding is available to incentivize the creation of Registered Apprenticeship Programs. If you are interested  in starting a registered apprenticeship program at your company or school, please reach out to the Urban Institute  to learn more.
